In a measurement cup, mix together Dried Yeast and Warm Water.
In a large mixing bowl, add in All-purpose Flour and Salt. Gently mix well. Then gradually pour in the yeast water mixture. Use a spatula to mix well. Then add in the Vegetable Oil. Mix well again.
Knead the dough for about 5 minutes. Cover the dough with a lid or plastic wrap and rest for 15 minutes.
Knead the dough again until the surface is smooth. Shape the dough into a long piece. Cut it into 6 equal pieces. Shape each piece into a ball. Then cover with plastic wrap and rest for 1 hour.
Prepare the Oil mixture. In a bowl, mix together All-purpose Flour, Black Pepper, and Vegetable Oil. Set aside.
Prepare a bunch of Green Onions. Chop the Green Onions finely.
Roll each piece into a thin sheet. Try to roll it into a round shape. Brush with some Oil mixture. Spread some Green Onions evenly on top. Cut one side of the dough and roll it from one side to another (refer to video).
Shape the dough mixture into a ball. Repeat the same procedure with other 5 pieces. Cover them with plastic wrap and rest for another 15 minutes.
Use your rolling pin to roll the pancake dough into a round sheet. It does not have to be perfectly round.
In a frying pan, add some Vegetable Oil, on medium heat. Fry the pancake for about 3 minutes on each side until nicely golden brown. Fry each pancake separately.
